This stalling I got from councilmember Herpin, before his first election, which he lost. I think all the council knew that this question, which was answered finally by Mike Armstrong this week on May 4, was that the city in fact subsidizes this parade with tax payer money, and even if it didn't give direct financial support, there is no provision to suspend the constitution on a public street in America. The answer to this question was so easy for council to get, and so hard for us to get, I find it impossible that they did not know they answer and find it easy to think they knew and it was just like we said all along, so they kept it hidden as long as they could.

I do not know the timing on the investigation being conducted on the police actions at the St Patrick's Day Parade. It will get much publicity when completed.
I have asked staff about any financial support we may have provided for the parade, including discounted police support. I am waiting their report, but initial indications are that the city provided no support, but I will have a definitive answer this week.

Subject: Police Actions Against Peace Marchers
At this point, I agree with your comments. I am awaiting the report to council next Tuesday on this incident before I pass final judgement. I don't understand why the parade organizers are opposed to peaceful marchers. I know the city does not have anything to do with the rules for the parade, but we should have rules in place on the methods employed to address those that break rules, and, those rules should never subject citizens to the treatment of last weekend....
